Ayesa Digital strengthens Andalusia as one of its key technology hubs with a new strategic project for the ADA

The recent award of a contract by the Andalusia Digital Agency (ADA) to drive the evolution of its corporate financial management and e-procurement systems marks another step in a long-term strategy focused on investment, innovation and the creation of highly skilled employment opportunities in the region.

Through this project, Ayesa Digital once again takes a leading role in the technological evolution of two of the most critical platforms underpinning the operation of the Andalusian Administration: GIRO, the system supporting the budgetary, accounting and financial management of the Regional Government of Andalusia, and SiREC, the platform that manages public procurement procedures electronically. Both are essential components in ensuring a more efficient, transparent, interoperable and citizen-centric public administration.

The project encompasses the development of new functionalities, the evolutionary and adaptive maintenance of the systems, specialized support services, the implementation of new capabilities and knowledge transfer, as well as the transformation and consolidation of the various systems that make up the expenditure management platform of the Regional Government of Andalusia. This will be approached from a perspective of simplifying the underlying model and treating the different components as a unified technology ecosystem.

In the case of GIRO, the project will enable the continued evolution of the Regional Government of Andalusia’s financial management system through new functionalities, usability improvements, adaptation to new regulatory frameworks, further development of electronic case files, integration with other corporate systems and the technological evolution of the platform. Key areas of focus include interoperability, integration with new asset management systems, the transition to next-generation SAP technologies, and adaptation to new mechanisms for managing European funds.

Meanwhile, SiREC will continue to evolve as a platform enabling the end-to-end management of electronic public procurement. It facilitates digital interaction between the Administration, economic operators and oversight bodies, contributing to a more agile, transparent and secure public procurement process.

As a transformative element, the project envisages the application of AI-based techniques to facilitate users’ day-to-day operations and enhance the system’s capabilities. This will, in turn, improve public employees’ productivity, allowing them to focus their efforts on value-generating activities.
