The nature of the Insurance Compensation Consortium (Consorcio de Compensación de Seguros) requires it to maintain clear, efficient, and reliable communication with citizens through its web portal, particularly during extraordinary risk events, which are typically associated with natural disasters. Examples include the Lorca earthquake in 2011, the La Palma volcanic eruption in 2021, and more recently the severe flooding caused by the DANA weather events in Valencia and Castilla–La Mancha.
The unpredictable nature of these disasters requires the Consortium to operate a robust and agile platform capable of handling a massive volume of inquiries while providing up-to-date information in real time.
Furthermore, as a public-sector organization, the Consortium’s portal must comply with stringent accessibility standards (WCAG), the General Data Protection Regulation (GDPR), and Spain’s National Security Framework (ENS). These requirements, essential for ensuring universal access to information and maintaining public trust, added significant complexity to the technological challenge.
Modernizing the web portal therefore became a strategic necessity for the Consortium—not only to improve communication with citizens, but also to strengthen security, scalability, and regulatory compliance.
To address these challenges, it was essential for the Consortium to overcome the limitations of its legacy platform. With the support of Ayesa, Liferay’s technology partner, the Consortium launched an ambitious migration project to Liferay DXP 7.4 in the cloud, leveraging Liferay’s Platform-as-a-Service (PaaS) offering.
Although the migration was complex due to the existing architecture based on IBM WebSphere Application Server and an Oracle database, the project was successfully completed. The process began by moving the platform to a local environment, enabling a controlled transition toward a more modern infrastructure. From there, Liferay was upgraded incrementally from version 6.2 to version 7.4, minimizing disruption to the Consortium’s day-to-day operations.
The migration also involved the transformation and transfer of a substantial volume of data, including the careful management of orphaned links to preserve information integrity. In addition, a DevOps platform based on Git, Kubernetes, and Jenkins was implemented, enabling process automation, improved code quality, and greater development efficiency.
Finally, through rigorous planning and execution, downtime during production deployment was kept to a minimum, limiting service interruption to just one working week—a significant achievement given the critical role the portal plays in the Consortium’s communication with citizens.
The migration to Liferay DXP 7.4 in the cloud has delivered a significant transformation for the Insurance Compensation Consortium, generating substantial improvements across several key areas.
The new platform provides enhanced security, reliability, and scalability, enabling the organization to effectively manage unexpected traffic spikes during extraordinary risk events. This responsiveness is critical to the Consortium’s mission, ensuring that vital information remains available to citizens when they need it most.
Additionally, the implementation of a DevOps platform powered by Git, Kubernetes, and Jenkins has streamlined development processes, improved code quality, and strengthened the overall security posture of the portal.
The new platform has also simplified regulatory compliance, a fundamental requirement for a public-sector entity. The portal complies with WCAG accessibility standards and achieved a score of 9.5, ensuring broad and equitable access to information for all citizens. Compliance with GDPR and the National Security Framework (ENS) has also been reinforced, further enhancing user trust and confidence.
Adoption of the new platform by administrators and content managers has been rapid and straightforward, demonstrating the system’s usability and ease of management.
Overall, the modernization of the corporate portal has strengthened the Consortium’s ability to fulfill its public-service mission by providing citizens with critical information and efficiently managing claims and compensation processes in the aftermath of extraordinary events and disasters.
